Students Conduct and Responsibilities

Students compliance with policies and procedures regarding PHILLY-TECH’s regulations will not be waived because a student pleads ignorance of established policies and procedures. With student rights and responsibilities does not excuse students from carrying out their charge as members of the PHILLY-TECH community.

PHILLY-TECH is concerned with both the welfare of the college community as well as the academic and personal development of each student. PHILLY-TECH creates a healthy environment free from illegal or improper use of drugs. PHILLY-TECH prohibits the unlawful manufacture, distribution, dispensation, possession or use of illegal drugs or controlled substances by PHILLY-TECH students and staff as set forth in Pennsylvania and federal laws, Drug-Free Postsecondary Education Act of 1990 and Federal Law Public 101-226.

The Drug Free School is a law in Philadelphia and Pennsylvania Drug Free Schools and Campuses applies in PHILLY-TECH.
Tobacco-Free PHILLY-TECH has an obligation to provide a healthy work and learning environment. Therefore, a tobacco-free policy was established for all facilities of the College. Smoking or the use of any type of tobacco product is only permitted within vehicles parked or driven on designated college parking areas and roads. Persons using tobacco in private vehicles must dispose of the tobacco prior to exiting the vehicle and entering campus grounds.

In all other areas, PHILLY-TECH is designated a tobacco-free campus both indoors and outdoors on all college properties. Violation of this policy may result in sanctions ranging from verbal reminders to dismissal from campus and from employment. This policy pertains to students, faculty, staff, administrators, visitors and the general public attending campus events.

Weapons Carry License holders carry a concealed handgun on college campuses; however, there are exceptions to the laws and always referred to the State and Federal laws. Please read and understand the information provided by those laws. It is the responsibility of the license holder to comply with the laws, refer to the website and the Student Handbook for additional details.

PHILLY-TECH is committed to providing all employees, students, volunteers, visitors, vendors, and contractors a safe and secure workplace and academic setting. The possession, carrying, or transportation of a firearm, weapon, or explosive compound material at any of our campus or site shall be governed by State and Federal laws, all individuals are expected to comply with the related laws.

Procedure or requirements for immunizations against disease during an outbreak or epidemic. During an epidemic or a threatened epidemic of any disease preventable by immunization has been declared by appropriate health authorities of Pennsylvania State, the President of PHILLY-TECH is authorized, in conjunction with the Commissioner and appropriate health authorities, to promulgate rules and regulations specifying those diseases against which immunizations may be required.

Any individual who cannot show proof of immunity or adequate preventive procedure immunization or refuses to be immunized shall be excluded from any facility until such time as he or she presents valid evidence that he or she is immunized against the disease, or the epidemic or threat no longer constitutes a significant public health danger.

During on campus emergencies, all individuals should proceed as directed by an instructor, administrator, or public safety officer. No one should leave the premises without being directed to do so. The primary and secondary routes for emergency evacuation in case of fire are posted in each location. Students and employees should become familiar with exit routes. Further details are available on campus, website and the Student Handbook.

Fire or evacuation drills will be held periodically to familiarize students and employees with the fire alarm system and evacuation routes. Fire drills will be indicated by a non-interrupted blast of the fire alarm. When the fire alarm is sounded, all students, faculty, and staff must exit the building immediately by their primary means of egress. If the primary route is blocked by fire or explosion, a secondary egress route should be used. Students will be notified to return to class by school administrators or designees.

Sexual Misconduct and Discrimination Procedures All students are encouraged to report events of unlawful harassment, discrimination, or unlawful retaliation against themselves or others. Students wishing to initiate a formal grievance may obtain complete procedures in the Student Handbook.

The Family Educational Rights and Privacy Act (FERPA) affords students certain rights with respect to their education records. These rights include:

1. The right to inspect and review the student’s education records.
2. The right to request the amendment of the student’s education record that the student believes are inaccurate or misleading, or otherwise in violation of the student’s privacy rights under FERPA
3. The right to provide written consent before personally identifiable information from the student’s record is disclosed.
4. The right to file a complaint with the U.S. Department of Education concerning alleged failures to comply with the requirements of FERPA. The name and address of the Office that administers FERPA is:

Definition of Directory Information The Family Educational Rights and Privacy Act (“FERPA”), a Federal law, requires that PHILLY-TECH, with certain exceptions, obtain a student’s written consent prior to the disclosure of personally identifiable information from that student’s education records.
However, PHILLY-TECH may disclose appropriately designated “directory information” without written consent unless the student has advised PHILLY-TECH to the contrary. Public Directory information, which is information that is generally not considered harmful or an invasion of privacy if released, can also be disclosed to outside organizations without the student’s prior written consent.

If a student does not want PHILLY-TECH to disclose directory information from his or her student education records without prior written consent, the student must notify PHILLY-TECH where he or she is enrolled, in writing, by the first day of the semester at the registrar’s office at his or her technical college. A student need only file this notification once during his or her enrollment. However, if there is a break in enrollment or transfer to another PHILLY-TECH, a new notification must be filed. Even if a student elects to prohibit the release of directory information, PHILLY-TECH may still implement policies requiring the student to wear or present a student ID badge.

All students enrolled at PHILLY-TECH must have in their possession and display their student I.D. Students who are asked to show their I.D. to Security Officers or PHILLY-TECH’s employees may be asked to leave campus if they do not have the I.D. in their possession. Student I.D. pictures are made on New Student Registration Day(s) and on late registration day(s). Current students with an I.D. must have it validated each semester.

PHILLY-TECH define public directory information sur carte ID as follows:

• Full name of student
• Major and field(s) of study
• Enrollment Status (full time, part-time, etc.)
• Degrees and awards and date received
• Dates of attendance
• Participation in official sports and activities
• Height and weight of athletic team members

Additionally, certain state and federal laws require the release of certain student information without prior notification to the student. Questions concerning the release of student information should be addressed to the PHILLY-TECH’S legal services. Student recruitment information includes name, address, telephone number, age, major, dates of attendance, and credential awarded.

Applicants who wish to change their initial program of study choice are encouraged to do so as soon as possible prior to new student registration, but no later than the end of the late registration period for the semester in which they register. Changes made after the late registration period become effective the following semester. Currently enrolled students who desire to change their program of study must do so prior to the end of the late registration period in order for their program change to be effective for the current semester in which they are registered. Changes made after the late registration period become effective for the following semester.

Current Students will be charged a thirty dollars ($30) program change fee for each program change that is requested.

Students with a graduation application pending will be required to submit another application for the new program of study and will not be assessed the program change fee. Changes in schedule of Classes, Drop or Add Period if it becomes necessary for students to change their schedule after being registered, they may do so through the end of the designated late registration period as published in the Academic Calendar.

The PHILLY-TECH Student Right to Know Disclosure identifies where to find institutional information and discloses the graduation rate for full -time or first time enrolled students as well as campus crime statistics. It is a federal mandate designed to help enrolled and prospective students make informed decisions. More detailed information can be found on the school website.

The students enrolled in a program of study abroad that has been approved for credit by PHILLY-TECH may be considered as enrolled at PHILLY-TECH for the purpose of applying for assistance under the Title IV, HEA programs.

General Regulations

It is a basic and fundamental responsibility of a school to maintain order through reasonable policies and procedures. The filing of an application shall be regarded as evidence of the applicant’s intention to abide by the standards and regulations of PHILLY-TECH.

A Student Conduct Code, including a statement on Student Rights and Responsibilities, may be found in the Student Handbook.

Students Responsibilities

Students are responsible for being informed of all policies and procedures required for continued attendance at PHILLY-TECH. Policies and procedures are generally found in the Catalog and in the Student Handbook and website. Other policies pertaining to specific student rights and regulations can be found in the Employee Manual located in the Academic Deans, Dean of Students Affairs, and Vice President of Student Affairs.

PHILLY-TECH’s regulations will not be waived because a student pleads ignorance of established policies and procedures. A student who is unsure of any policy or procedure should seek clarification from one of the offices mentioned above. Students Grievance Procedures PHILLY-TECH provides due process for student appeals in areas pertaining to admissions, disciplinary actions, and academic matters. PHILLY-TECH also provides a student grievance procedure. A student wishing to initiate an appeal or grievance may obtain a copy of the specific procedure from the Student Handbook.
